ATC at fault for near miss between flights in 2017

An inquiry committee set up by the aviation ministry to probe a near miss between an IndiGo and a KLM aircraft on November 2, 2017, has blamed air traffic control for the same. It has also raised questions on licensing and ratings of air traffic controllers (ATC).
